    How To Avoid Giving Bribe In India


    I did received a lot of complain because of my post criticizing the repeated hunger strikes of Anna Hazare and Baba Ramdev on issues of corruption. I even been accused of becoming a paid writer for Congress (not denying that I never been approached though) of late. That was hurting since I always kept my blog a free thought page where I always loved to call a spade a spade and allowed my esteemed readers to post the comments straight from their hearts. I never ever deviated from truth and never ever shied away from scribing down whatever I felt is right. Not to mention, I never cared for any reparations or criticisms since I always believed, while truncheon could be used in lieu of conversation words will always retain their power and words for sure offer means to meaning for all those who are ready to listen to the enunciation of truth.
    In most of the comments that I received, I was accused of being just a critic with no suggestions of route B whatsoever. I agree, it is really very easy to criticize but equally tough to suggest, which is only evident from the fact that you will always find complain boxes everywhere but no suggestion or appreciation boxes. Partly because no one will care to drop in with suggestions and another part because no one seldom will have any suggestions in comparison with the veracity of the complains they would normally have. So the truth is, it is really a tough task to appreciate anyone and even tougher to suggest an alternative route B.
    Hence as expected the question that is thrown at me is, if not Dharna then what? How in earth people can suppress the rampant corruption from their day to day lives? How we can make sure that next time we visit a government office for some work and we come out jolly without being hounded by the cunning bribe takers? I promised one such aggrieved reader of mine that I will come up with my suggestion/s on how one can avoid giving bribe in today’s time. I know guys, it is as tough as admitting you find Arjuna Ranatunga macho and handsome. But still, when there is an Adarsh there always would be a Vilashrao Deshmukh. So let’s see how we can avoid, if not eliminate corruption from our society. So in this part, lets tackle three of the most corrupt in our country.
    An Average Government Office Babu: These are the most irritating piece of creatures after the Chinese. Half of the chaos that we see in this nation, including the pillow fights between husbands and wives is because of these government appointed mafias. From the look itself (hell with their attitudes) they appear jiggered and scoundrels of best quality. But you need to give it to them; they know ways and means which you never imagined could exist to deny doing your work. From the regular excuse of a missing or mismatch signature they even would go ahead and deny doing your work because you happened to wear red color Rupa underwear instead of Blue color Jockey while filling up the application form. But that is not something which should dishearten you, if you agree to follow the exact steps mentioned below.

    i.              Always wear a white color Shirt while going to a government office since our dumb asses there feel, it is the prerogative of all government officials to wear only white while out for work since it hides all the dirt within. So as the first impression you might just be mistaken as yet another of those corrupt government official. Someone from their own corrupt brethren. This automatically builds a soft corner among the corrupt hawks sitting at the other side of the table. Try using a pair of glasses for better effect and trust me a big Banarashi Paan would do no harm either.

    ii.             Hand over your application smartly without uttering a single word as if you care Nithyananda for the joker sitting across the table and take out your phone from your pocket in a manner like someone has given you a call. Say a loud hello and talk on the phone on some imaginary RTI application status and what dangerous steps you are going to take once you get the reply, with even a louder voice. Mention couple of reputed lawyers of the city with a very friendly manner.

    iii.            While conversing with that imaginary fellow, glance at the name of the Babu on his table block (make sure Mr. Babu sees it while you are at it) and loudly pronounciate his name by saying ‘I am at so and so office, standing in front of so and so officer for so and so work’ and tell an expected time required to finish your job as if it is a cake walk and routine stuff for you.

    iv.            Hang up the phone after promising to meet the imaginary caller over a drink in the evening at the most posh club of the city which is known for having the who’s – who of the town hobnobbing there all the time.  

    v.             Look at the Mr. Babu with a straight face giving an expression that you even don't entertain minimal nonsense and your fulltime job is to screw corrupt thugs like him at the slightest hint of dereliction and then ask (a little mixing of order won’t harm at all) the idiot to get over with your work without even wasting a second in scratching his balls.
    I am sure; it will work most of the times. If not, then please share the steps you take and I will add/modify my suggestion accordingly
    Our Traffic Cops: these guys are jokers. And trust me when I say this. Realize, most of the time it is you who want to get off the hook with minimal fine for your mistakes that leads to you paying bribe to these rascals. The thumb rule to snub these scoundrels is to readily agreeing to pay the legitimate fine in exchange of an official Chalan. And to give you some info, all that you pay as official government fine is tax exempted and can very well be filed in your returns. So you crib about corruption in day-to-day life, first start paying genuine fines. Now the problem with these clowns is if you are wrongly apprehended, like your car being towed away for wrong parking. Follow these steps if you are sure you haven’t parked it at an entirely wrong place.

    i.              Ask him to show pictures to prove that you have parked wrongly. It is mandatory for traffic cops to produce pictorial evidence to suggest that you have parked wrongly, broken a red light or even speeding away in the speed limit zone. All of them are provided with digital cameras to felicitate such guidelines and it is your right to ask for proof to corroborate the mistake that you are charged with.

    ii.             If he can’t furnish any such proof and still remains adamant, tell him that you are leaving your vehicle there and going straight to the Traffic commissioner’s office to complain. Threaten him that it is now his responsibility to guard your vehicle and return it to you at your home, failing which you may be tempted to file an FIR for vehicle theft. He bloody has got no authority to pick your vehicle just like that.

    iii.           Don’t show him your driving license or vehicle papers just because he is asking. As per rules he has to furnish a reason for such request before you comply. He has no business in stopping random people on roads and ask for papers, just because he is been employed as a traffic cop. His job is to smooth and control the traffic, not add chaos to it.
    Our Politicians: Guys, if you say you are time and again hoodwinked by our political class, then believe me it is a self-grown problem. Boss, go out and vote if you feel you have got entirely the wrong set of bastards ruling you. For me if you feel voting is not important but only showing episodic outrage is then sorry mate I care rat ass if you get exploited by the political class, whom you had all the chance on voting day to change. You bloody deserve it. Now please don’t complain that all those who fight elections are highway robbers. Could be, but still, there has to be some kind of light at the end of the tunnel. Our rabid politicians must know that, we are angry on them and if we are angry we will ruin their political career quicker than the Bollywood career of Jugal Hanshraj. A fear neurosis need to be imparted in their brains.
    This is it for this episode guys. I will furnish few more rascals and ways to handle those bastards in Part-II of it. So watch out.

    4. First of all. Nice quote from "V for Vendetta".

      Most of us might just feel to do what 'V' did in the movie but hang on...

      We pay bribe (without trying not to) because:
      - we violate the law knowing we can get away.
      - we have access money!?!
      - we don't want to furnish required details / documents (although we have everything required but just because we don't want to bother!!)
      - we don't want to stand in a queue.
      - of unknown fear that the babu will screw in every way he/she can.
      - to showoff!!!

      the reasons might not get more trivial and shameless.

      the protest against evil is only going to be effective if you haven't done the same in past or you have very true remorse of doing so and you have clear conscience.

      Insisting and demanding the official challan from traffic cop (even when he offers you know what) is the best and most basic test for us .

      If you do so then it is great service to the nation. Hang on but you failed the test because you violated the law in the first place.

      However your suggestions are funny but effective and I am waiting to get a chance to try them. :)

      We should also support Anna & Baba movement. Its sad that our govenernment makes every arrangement to fail Anna's movement. But Anna's success, its ignited Indian minds that we can stop/resist corruption in India. Jai Hind.

    8. dude, reading your post, I think even the name of your blog is inapt. What kind of language is this man?! Okay since I do not agree with you on your last 3-4 posts. Let me lay it out for you...

      There are 2 types of corruptions and ways to stop them.

      1. Pull corruption: Where money is asked for doing things which are legal. Like an RTO babu asking money for providing you a licence. This kind of corruption goes from bottom to top. Babu takes bribe because he has to feed the officer, who in turn will feed the minister, who in turn will feed the party fund which will be used to buy votes, media etc.

      State: the state of this corruption is as bad as you are. No babu denies your application for wearing wrong colored underwear. Its you who do not want to complete the proper process. Its you who want your work done on priority before the long queue because of ever increasing population and limited number of govt. workers. Yes they do slack but not up to the extent that they should be called these kind of names that too in such a generalized way. Stop spewing venom, and once get in the queue made of your fellow countrymen, and bear with them for a while. I've registered my vehicle, got my DL, love married in court, got my passport, and cleared few legalities without bribe, contacts, reach (yeah may be white shirt, I always wear white but I dont think thats the point).(In bangalore, Delhi and UP).

      This corruption starts at the top. and once the chain reaction is started, everybody in the way reaps a little benefit.

    9. At least the movements started by Anna and Ramdev has woken most of the Indians from their deep slumber. Most of us are gearing up to vote out congress in 2014 elections.. The movement has bought lot of awareness among us.. The above ideas are good and I am gonna try whenever I get a opportunity..

    10. Push corruption: where the money is pushed in the economy for doing illegal things. Like to get a passport even when you dont have a valid address proof. Like to create a scheme, allocating money for it, and then stashing that money in own account instead.

      Believe me the contribution to this kind of corruption, is .00001% at most from the common folks and babus of the country while the volume is at least 100000 times of pull corruption.

      Now coming to Anna/Baba Ramdev. You can say they are nautanki. May be they are. But how many people can read and understand your blog? For mass movements these gimmicks are necessary. Dont you think that a Mahatma image was necessary for Gandhi to move masses which could free India from British? This govt. is worst than British, paying no heed to people, which can only be perturbed by masses, and to involve masses these gimmicks are must. Nobody would go and listen to MMS's elite speeches without getting paid.

      Now to the politics question. Kejariwal should join the politics, because outside of politics, they couldn't do anything. Govt. turned a blind eye. So no use of doing these futile fasts anymore, the intentions of this govt are quite clear.

      And BTW whats the harm if Ramdev/Anna/Kejari wants to join politics???????????????? We dont hear this much hallaballoo when murderers and rapists are given tickets to contest elections, do we?

      Now a little credentials: Ramdev retractors- Ramdev is the first guru who made Yoga popular in India (The land where yoga was born)!!!!! Can you believe that?! All other gurus turned to west, to earn money out of it. Ramdev actually did something which may not cure cancer, but yeah I see a lot of my countrymen healthier by following him. And if he would be charging the amount claimed by few dogs and pigs, believe me he wouldn't have this much following from every class of society. And if he earned money in it, whats so wrong in it? Anna, and Kejariwal needs no certification of honesty form me or you.

      So man, just grow some perspective before being cynical about every god damn thing.

    11. not sure if i must be surprised or shocked at ur so called suggestions..... not everyone can act(as in acting to be a tug) the way mentioned.... also, have u realised each and every one who owns a car a bike or a house or land has paid bribe to get his work done (belive me we losers hate wasting time) on a ASAP basis and hence pay the extra money... if you dont want to pay bribe and u have all the required documents(and have time to stand in Q) ur work will be done.....

    12. For, traffic police: you are caught because you broke the law. Pay for it damn it!!

      Yes police have the right to check your papers, if a vehicle has been reported stolen in the area( which is almost always) or a security threat is raised. And you ARE supposed to keep your papers with you while driving.

      So please mention the instances, where you didn't break any traffic law and had all the papers with you, and still they took money from you?????????? Never happened to me and I've resided in 4 states in my career, even in UP.

Let me tell you that nowadays elections are not fought on grounds of Public disillusionment, rising prices or spiralling economy. Now the entire gameplan has changed. Aware citizens are actually only harmless chickenhearted Facebook/Twitter activists in daytime, who can only select a Like button. Now elections are all about minority appeasment, caste reservations, Political equations.

    14. My personal experience dated 10-Jul-12 - Place - Andheri RTO
      I was determined that i would avail a permanent driving (riding) license for myself without paying an iota of money falsely.....availing a learner's license was simple after standing in a queue for 2 hrs...i thought these guys hav improved..but my perceptions turned worng when i went for permanent ......... on the day of test...i was on my toes for 7 hours widout water n ran from pillar to post...i understood the importance of hiring an agent....unlike others my form was scrutinized twice after waiting for 2 hours in separate queues, i was ask to produce my scooter registration, insurance papers...again i had to wait for paying fees..a queue that took an hour because after every 5 forms, a bunch of agent forms were considered, during the test i was rejected because my scooter was a scooty & not a motorcycle...again i was asked to stand aside for 45 min...then the police allowed me ...looking at my pityful face...finally again my form was scrutinised by another sahab...one more queue...and lastly it was accepted after waiting in one more queue...................others who were with agents...the police didnt bother to take the test, didnt look in to the form..nothing..it was a cakewalk for them n an ordeal for me....cause i was a direct application....even agents over there were rudely troubling me in the queues becoz i was a direct application.....finally my form was taken n i was told that license will comein 20 days...till date no license.....it has become a crime to be correct these days...

      U guys fudge ur medical bills to claim medical allowance from ur employer.

      U guys fudge LTA bills to claim LTA.

      U claim HRA tax exemption even while living in ur own house.


      U guys use office internet for personal purposes.
      U guys use office time for personal purposes along with office AC and of course the cofee vending machine.

      U guys download and use pirated software.
      U guys download and used pirated music and video.
      U guys download and read pirated ebooks.

      U have no qualms about breaking the red signal while driving.
      U cut lanes while driving.
      U talk on the cellphone while driving.
      U drink and drive.

      U look at a woman on the street or office and do things to her in ur mind.


      There are so many other day to day things that would qualify as corruption.

      U cant beat corruption. Human beings are CHEATS by nature. It is just the survival instinct in our DNA playing out!!!

      YES What u can aim at is containing it to some extent.

      That is what Anna and team are aiming at.

      They have said time and again that the JanLokpal bill will not eradicate corruption completely but will CONTAIN IT TO SOME EXTENT!!!

      I narrated my experience to bring into notice the plight that i suffered only because i didnt want to follow the ritual (bribing the RTO).......in no way i am promoting corruption, nor am i encouraging to hire agents to get your work done.....had it been i d have myself followed the suit to avoid the gross inconvenience.....hear want to press that all of us guys, say not all, even 10% of all us do what i did will definitely raise the brows of RTO......small changes lead to bigger ones.....

    21. Traffic cops are the kind of government officials I have chastized the most and in a place like Delhi. To quote a few incidents:

      1. I was stopped at CR Park for jumping a traffic light that was not working. It was 5 minutes past eight. The officer and his senior was standing a few metres past the signal, hidden from view and were stopping cars randomly. As soon as he stopped me.. I told him that the signal wasn't working and secondly that it was past eight and he had no business to stop a lady's vehicle without a lady constable around. He started pulling away, whereby i actually got out of my car and asked him his name in a very firm and sombre tone.. He finally had to apologize and ask me to let him go. I said "on one condition, if you care to now stand at the signal and smoothen the traffic, rather than standing here hideously and harassing people." Needless to say this was done with immediate effect.

      2. I had taken out my friend's car.. which had protective films on the window panes.. Was stopped at Sultanpur where about 7 cops were standing around. The one who stopped me came up and asked me to pay a fine... I bluntly said I won't coz it was my friend's car and even though I agree that having those films is against the rule.. but i wasn't happy to pay the fine on the road.. i asked him to write a challan and forward it to my home address and I looked him in the eye and promised to fight it out in court without paying a penny. He said he will have to retain my DL.. I said I did not care, but however much he tries, I won't pay him a penny. His officer walked up.. and I related to him that it was my friend's car and showed him my displeasure at being stopped even though I had committed the 'crime' unknowingly and told him bluntly that I didn't care if he wanted to keep my DL and send me a challan. Seeing that there was no way he would be able to extract a penny of profit from me, he ordered his subordinate "madam ko jaane do" Later on though many of my male colleagues, said that I got away with it because I was a woman, I refuse to believe so.

      If we refuse to play into the hands of these people and stop finding the easy way out by bribing them, we can have our way with these losers. It seems they have developed an understanding that a bribe of a smaller amount is a better trade-off for the offender compared to a challan. We should bring down the stick on such belief by having high integrity - first, by not defaulting, second and most important by not wanting to get away by corrupt measures.

      But a little Info - The bloody traffic tout has got no authority to witheld your DL. It is a Union Of India property authenticated by none other than the President of the republic and he certainly can't take it away against ransom.

      So keep this in mind lady. Next time jab these idiots even more.

    24. It seems the police can indeed confiscate your license, however, they have to issue you a temporary license. See, mentally most folks are similar - we want to get away with most things in the easiest way possible, so do the cops. So, if we want to get away by paying a bribe, they want to get away if they can, by stopping you for a few mminutes. But, the moment they realize they aren't going to get anything in the few minutes he's stopped you for, he gives up. This is a very general statement, I agree. Knowledge in key.

    28. Middle Class are bunch of Law Abiding Cowards most of the time.

      Parked the car. A Traffic Policeman who was apparently hiding, appeared from nowhere, with a readymade challan, asked me to pay a very large fine.

      When i said there is no No-Parking board here, he bluntly said, it is there 200 mtrs down the road. When i insisted that i had done no wrong, i was given bluntly told - this challan then goes to the Court.

      Rest of the story you can imagine.

      Later i checked with several people, and they confirmed that the Challan will really go to the court, thats how it works in that city.

      The main point here is, I had done no wrong. There was no No-Parking sign anywhere in sight. And also that Traffic Policeman seemed to be hiding somewhere waiting for me to park there.

      As for fighting it out in Court, the main problem i see is, that, i have seen touts there too. Its a ugly cycle indians are trapped in.

      Arvind Kajriwal is the ONLY leader who ever talked about solving such day2day Civic problems. The ones that affect the Common Man.

    34. In Hyderabad, Owaisi once warned if Police issue challan to muslim youth, he will be thrashed. It happened to few Police and hence they wont stop Muslim youth not wearing helmets, or jump a signal or even No Parking.

      In contrast, at a signal in secunderabad one bike rider hit with lathi while he jumped the signal, the guy was severely injured, hospitalised. His name is Mallesh from Pocharam.

      When Police see Number plates in Urdu or if pillion rider is in burqa they are frightened even to stop them. hahahahahaa..

      Iam also planning to get the number plate in Urdu or take my gt out in burqa.... better to be safe than feel sorry!!!

Once my cousin was asked by the cop for his papers ,for parking in a no parking one(Cousin was at fault) ..........I instantly started screaming at the top of my voice "Poisa ...kiser poisa "meaning money !!! What money!! Why should I pay money .... The poor cop kept denying that he had asked for money... by that time a large crowd had gathered and were abusing the hapless cop.....Sensing that things were about to turn ugly .......The guy put on a brave face and let us go......Try it out ...
